MINUTES OF TOWN MEETING OF ALVA, INC.



Wednesday, October 23, 2002 7:00 p.m. Alva Middle School Cafeteria

Meeting was opened by Rob Andrys.  He announced that the next board meeting would be on November 14 at 7:00 p.m. at the Alva Museum .  The next town meeting will be December 12 at 7:00 p.m. at the Cafeteria.  There will be NO town hall meeting in November and no Board meeting in December.

 

The Riverwatch's Annual River bike ride will be on November 17 starting at 8 a.m. at the Caloosahatchee Park . More information can be obtained at www.Caloosahatchee.org.

 

Maria Pagan announced that Alva Clean-up Day would be on October 26.  Everyone should bring anything they want to throw away to the Adopt a

Road sign located past the Elementary School, with Starbowoaks on it.  She stated that Route 78 has become cleaner due to the Adopt a Road program. 

 

Minutes:  Jim English noted two errors in the minutes of the last meeting.  The date was wrong; it should be Sept. 26.  He also questioned the date that the Plan was delivered to the Planning Dept.  Mary Murphy made the motion to correct; Tom Colvin seconded; motion passed.  Treasurer's Report:  No report, but we have about $6,000. 

 

Rob introduced Vincent A. Cautero, who has been hired to help Alva, Inc. through the next step of our plan, which will involve presenting it to the Lee County Commissioners.  (He introduced himself; he is VP of Planning Services for Coastal Engineering Consultants in Naples ; we were given a copy of his resume.) We then have to apply for funding for the overlay zones of the Plan. Lee County will look at the plan an make recommendations within the next several months. We will then have a public hearing before the Lee Planning agency.  After that, the plan will be submitted by recommendation of the Lee County Commissioners to the state level.  It will take over a year to complete the process. Vince stated that he is looking forward to working with our group.  He was asked how much money we are paying him and why is he doing this much work.  He will get $1000 to present the community plan to the county and the Lee planning agency and respond once to the state. This is the type of work he enjoys doing although it is not a money maker for planners or their firms.  He would also like to do more work in Lee County . The next step after the community plan is to formulate the land development code changes (rural village overlay).  This will require additional funding probably close to $20,000.  Paul O'Conner stated that grant money would be available from the county for this work. Vince would be happy to work to secure the grant money for us.  Rob explained that an overlay zone establishes a geographical area and specifies parcels for different types of development in that area.  This provides a uniform level of protection for these areas.  He said that it was like a house with all the foundation laid and the studs and roof up but no walls or windows.  The overlay zone would put the skin on the house.  This is the next step for us.

 

Fundraising Committee: The quilt project is going well.  Gay reported 103 tickets sold.  Continue to sell tickets.  Lynda showed caps that will have the Alva oak tree and Alva , Florida printed on them.  They will be for sale for over $10.  So far, this group has raised over $9000.  It has taken a lot of money to prepare the Alva Community Plan.  Since the Fun Day in the Park was such a success, it is planned to have another one next year.  So far, 18 members are on this committee, and they meet the 1st Tues. of each month, usually at the Alva Diner.  

 

Mike Pcolar and Joey Tiner from the Alva Fire Department were introduced to answer questions regarding the millage tax for the department and EMS .  Members brought out the fact that the Fire Department has not publicly acknowledged how much work and money Alva, Inc.has donated to them. They promised to do better in this regard.  The main purpose of the increased millage is to obtain more money in order to hire 3 more full-time firefighters, which they could do if the millage were increased from 2 to 3. They have applied for grants from FEMA in order to try to finance fire dept needs but these moneys are often very difficult to get.

 

They have obtained approval to have a paramedic on the fire truck in Alva and in Pine Island .  These people can only do their own work; they are not allowed to help the firefighters with their work. Some of the firefighters are cross trained and can do both jobs.

 

Re the December 12 meeting, it will be a Christmas party.  Everyone is to bring a dessert to share, a canned good or toy to give to the Alva Angels (elementary school) for distribution to seniors and children, and a gag white elephant gift to exchange.  Santa will be here.  We will have a 50/50 drawing.

 

Rob listed the 2003 goals.  This includes the overlay zone plans; increase membership; continue to have community activities; work with Lee County to obtain grants through their new Parks staff member for U.S. Park Service; park enhancements; historic committee's collection of community photos.  The Honorary Mayor's race will kick off at the December 12 meeting with everyone who wants to run signing up.  Then he/she will have only the month of January to campaign.  A new Chairman of the Historic Committee is needed; Bill Brewer will be leaving the community for a new church.  Lynda announced that a newspaper about Alva news would be started in January.  Since Rob Andrys is no longer chairman, a new chairman is needed for the Planning Committee.  The Planning Committee will be the contact between ALVA and Vince.

 

Rt. 78:  Susan Brookman has formed a committee to work on making Rt. 78 a scenic highway.  The application process is extensive, but we

are now able to begin.  She has 5 people on the committee.

 

There being no further business, meeting was adjourned.  Motion made by Lynda Kendrick; seconded by Gay Bennett.
