Board of Directors, July 11, 2002, Alva Museum

Meeting opened 7:10 p.m. by Sarah Gillim, president.  Minutes of previous board meeting were approved.  Barbara Wood was introduced and recommended as a new member of the board of directors.  An Alva resident, she and her husband raise Arabian horses and she has a real estate business in the community.  Mrs. Wood was unanimously approved by the board as a new member and welcomed.

 

Treasurer’s Report: Lynn Fensterer, treasurer reported a balance of $5340.55, the full report is filed with the minutes.  She also reported details of request from the Internal Revenue Service regarding the Alva Inc. Articles of Incorporation.  The IRS requested copies of our grant from Lee County and also regarding our plans for fund raising.  Details are filed with the minutes.

 

Proposed new boundaries for the Alva Plan draft were presented by Sarah Gillim.  In general it is bounded on the west by the Alva Fire District border (North Olga Dr.), excluding all land owned by the Babcock enterprise and some other large land parcels at the periphery of Alva.  It includes all land owned by Lee County, portions of SR 80 and County road  78 and the Caloosahatchee River.   A detailed map is filed with the minutes.  Sarah Gillim stated that the approach followed the counsel of Wayne Daltry, Smart Growth Director for Lee County, that we include the area where people “live, work, and play.”

 

Comment: Mike Dove: Comment and discussion from the public on the proposed boundaries will be received at the July community meeting and the board will vote on the proposed boundaries at their August board of directors meeting.  Martin Call reminded the board that all “20/20" land in the Alva area will be included in the boundaries.

 

Sarah Gillim presented a series of community plan revisions based primarily on public comment received since the draft of the plan was presented on May 23.    These include (page numbers are from the draft of the Community Plan):

page. 4: delete all references to “transfer of development rights”

10: delete design review committee and substitute a set of guidelines (yet to be written) to determine what is approved in the area of residential and commercial development.  To help, both Sanibel and Pine Island community plans will be consulted.  The guidelines will be part of the Rural Village Overlay Zone, an optional incentive for development in keeping with the community’s values and wishes. 

14: delete all references to a Riverwalk.

22: delete references to Habitat for Humanity, no long relevant.


25: emphasize and expand SR 80 concerns and issues

26 - 29: Reword commercial language -  Comment: Ascertain that language does not imply that no commercial development is allowed except at median breaks.  Encourage adjoining businesses to offer contiguous parking and pedestrian passage between sites.  Rob Andrys will research required distances between openings from highway into private properties.  On p. 29 delete policies on commercial prohibition.  P. 31, delete refence to conservation community.

32 modification of point system since the elimination of Transfer of Development rights from the plan.  Point system to be modified more specifically  as rural village overlay is formulated.

35 - add to description of land trust and agricultural and conservation easements.

37, 38 - changes in surface water and draining issues north and south of river.

            39 – eliminate subdivision regulations over Alva Cemetery

41 - remove Transfer of Development rights reference and change boundary line.

42, 43, 44, 48 - boundary change and remove reference to conservation community appendix, and remove all references to Transfer of Development right

48 - add policies on Alva Cemetery

49 - add policies on drainage issues

 

Discussion ensued on what recommendations we might make  for concerns on lands outside of the Alva plan boundaries.  Wayne Daltry recommended that we state our position on issues for lands outside the Alva community plan boundaries.  Sarah Gillim will offer suggestions to the board for consideration and response prior to the July community meeting.

 

The Community meeting July 25, 7 p.m., Alva Middle School, will be another opportunity for the public to comment on the draft of the Alva plan and its revisions.  The board of directors will make final recommendations for the plan at their August 8 meeting ( 7 p.m. Alva Museum) which will be the final opportunity for anyone to comment on the plan prior to it being submitted to Lee County for further evaluation. 

No public community meeting is planned for August at this time.

 

Sarah Gillim urged board members:

1.  To talk with any who have signed petitions opposing the Alva plan to determine if they continue to oppose the plan and to help them understand that their opposition may, in fact, be misinformed.

2.. To encourage friends and neighbors to sign the petition in support of the Alva plan.  Copies of the petition are available from either Sarah Gillim or John Payne.
